As a result,   an Implementing Rules and Regulations (IRR) for the EUF ordinance was crafted   in the three LGUs.<span> </span>A BMT-wide EUF   Harmonization Workshop was also conducted in September 15-16, 2009 under the   assistance of ELAC, Bohol.</span></span></td>

I. Integrated Ecosystem Management Program

I. Integrated Ecosystem Management Program</strong><br />
<strong><br />
1. Harmonization of Policies</strong></p>
<p style="text-align: justify;">This  activity is aimed at harmonizing policies and ordinances of the 3  municipalities for effective coastal law enforcement, efficient use of  management resource in recognition that BMT area is a single resource  unit. Under the BUILD-UP Year 2 project funded by FPE, ELAC was hired to  implement this activity. Members of PADAYON BMT Mgt. Board were  mobilized in the process of policy and ordinances review, in holding  joint-SB session, site visits and information, education and  communication (IEC). Specific cases undertaken were review of ordinances  related to environmental user&#8217;s fee (EUF), mitigation of environmental  impact on the site where cargo commercial vessel had ran aground, and  resource use conflict management. Panglao and Baclayon has approved EUF  ordinance and now in the process of writing its own implementing rules  and regulations. Dauis has incorporated its EUF in the MPA ordinance.</p>
<p><strong><br />
2. Coastal Zoning</strong></p>
<p style="text-align: justify;">A BMT  coastal zoning orientation was held in October 2008 to inform the key  players of the need to ensure that all resource use activities are  compatible with each other and the environment. Jointly facilitated by  MBEMO and Dauis LGU, the activity was attended by NGAs personnel (DENR,  BFAR), provincial (BEMO),  Brgy. Captains, MAOs and MPDCs of PADAYON  municipalities. As a result, a workshop to come up with a harmonized  Fishery Ordinance for MACOTAPADA area, to which Panglao and Dauis are  part, was held in February 2008 at Bais City, Negros Oriental.</p>
<p><strong><br />
3. Waste Management</strong></p>
<p style="text-align: justify;">PADAYON  BMTMCI facilitated coastal and beach clean-ups of students and youth  organizations. Some 150 students of Holy Name University generated 20  sacks fo non-biodegradable and recyclable waste at Doljo and Momo Beach  in November 2008 while a group of 40 youth members from Doljo, Panglao  gathered together to clean the vicinity of Dominguez Public Beach in  January. Coordination with the municipal, barangay, and POs were done to  ensure proper waste collection. Significant result of the activity is  the participation of nearby resorts in the regular cleaning of the  beach. Active participation by PADAYON BOT and staff during the  international coastal clean-up in September was also made.</p>
<p><strong><br />
4. MPA Management</strong></p>
<p style="text-align: justify;">Reestablishment  of two Marine Protected Areas, Tabalong and Bikin being left mismanages  for almost 3 years were facilitated. Some 300 students and teachers  from different schools in Tagbilaran and Dauis (University of Bohol, Dr.  Cecilio Putong National Highschool, Biking Highschool) gathered  together tying, installing and dropping buoys as MPA markers. Barangay  Council of Tabalong, Dauis is also inspired to manage their MPA. An  additional one to the already 14 established is Libaong MPA in Panglao  through a concerted effort of public, private, POs and NGO partnership.</p>
<p><strong><br />
5. Regulation and Law Enforcement</strong></p>
<p style="text-align: justify;">Facilitation  for an inquiry about the grounding of M/V San Padre Pio, a cargo ship  containing thousands of cement bags at Puntod Island, Panglao in  September was made. Inter-agency consultation and collaboration resulted  to the conduct of assessment to determine the extent of damage to the  reef and other marine habitats which amounts to Php 627,561.57 (as per  assessment report, BFAR 7).</p>
<p style="text-align: justify;">Monitoring  of seaborne patrol operations to the three municipalities and  allocation certain amounts as fuel support is timely done.</p>
<p style="text-align: justify;">A site  inspection in Panglao and coordination in Dauis were made as a response  to EO 13 of the Governor which calls for the implementation of the 20 m  easement zone.</p>
<p style="text-align: justify;">Provision of pertinent laws and ordinances related to coastal and marine were practiced as per stakeholder request.</p>
<p style="text-align: justify;">Members  to the CRM-TWG of the Province enables us to coordinate and harmonize  our activities, recommend strategies, and complement each other towards a  more responsive actions to coastal resource management.</p>

<strong>II. Sustainable Livelihood</strong></p>
<p style="text-align: justify;">At  PADAYON BMTMCI, we believe that supplemental livelihood is one of the  necessary management options to solve the problems besetting the coastal  and marine resources.</p>
<p><strong><br />
1. Mariculture</strong></p>
<p style="text-align: justify;">The  experience of Songculan Guso Farmers Association (SOGUFA) is highly  commendable. From a demo project in 2004, they are able to sustain it up  to the present providing supplemental income to members. Support from  the other government agencies like BFAR and OPA were also accessed.</p>
<p style="text-align: justify;">Seaweed  Farming in Doljo is another alternative source of income for the  community and PO members. Assistance to Doljo Panglao Fishermen  Association (DOPAFIAS) in terms of document preparation, referrals and  other administrative support were provided.</p>
<p><strong><br />
2. Community Ecotourism</strong></p>
<p style="text-align: justify;">A  community ecotourism planning workshop was held last February aimed at  developing a BMT Tour as an enterprise adapted by the community. As a  result, and ecotourism plan was drafted, commitment to implement the  plan was laid down and hopes to launch the tour on April.</p>
<p><strong><br />
3. Environmental User&#8217;s Fee/ MPA Trust Fund</strong></p>
<p style="text-align: justify;">One  mechanism of generating funds to support conservation initiatives is  through imposing fess on certain resource-use. BMT MPAs can provide  possible income as it allows collection of fees for activities like  snorkeling or diving in the buffer zone. Lobbying for its implementation  was done that leads to Dauis LGU to come up with a ticketing system  which will be realized very soon.</p>
<p><strong><br />
4. Linkage to MicroFinance Institution</strong></p>
<p style="text-align: justify;">Microfinancing  schemes has been tapped to fund community &#8211; based livelihood projects.  An orientation on Livestock Cattle Program to five barangays with  PADAYON municipalities was held in January, through First Consolidated  Bank Foundation, Inc. (FCBFI).</p>

5. Bil-isan Fishermen&#8217;s Association (BIFA) Enterprise Development for  Sustainable MPA Management Support Project, Bil-isan, Panglao</strong></p>

<p style="text-align: justify;">Strengthening  the capacities of people&#8217;s organization through providing livelihood  opportunity, BIFA was able to access grant from Foundation for  Philippine Environment (FPE) to support their MPA management  undertakings. On its completion stage, the project already has generated  certain amount to cover management cost.</p>
<p><strong><br />
III. Partnership and Resource Mobilization</strong></p>
<p style="text-align: justify;">We at  the PADAYON BMTMCI come to realize the huge value of partnership and  collaboration in all our coastal resource management activities since we  observed that good partners make projects successful and sustainable.  We believe that the more we can engage these partners from different  sectors of the community, the lighter the load will be for us and the  better the chance of long term success.</p>
<p><strong><br />
1. Public Awareness, Information, Education, and Communication</strong></p>
<p style="text-align: justify;">To  boost awareness of the youth on BMTs environmental conservation  initiatives, an orientation has been done to schools like on BMTs  environmental conservation initiatives, an orientation has been done to  schools like Crystal-E College and Holy Name University. Once in a  while, PADAYON BMT is invited to speak about its program in some school  activities.</p>
<p style="text-align: justify;">A dialogue with commercial fishers in Catarman, Dauis was held just to listen to their side and discuss their concerns.</p>
<p style="text-align: justify;">Educators  Training were conducted in December and February, respectively. The  activities, which was attended by representatives from various people&#8217;s  organization (POs) and local government units (LGUs) has become a venue  where they were able to identify IEC concerns and develop appropriate  strategies for a more effective IEC of the BMT area. A group of peer  educations was also formed to do IEC activities.</p>
<p style="text-align: justify;">Late  last year, we facilitated visites fo two popular media show. Matanglawin  and Probe Team hosted by prominent Kuya Kim Atienze and Cheche Lazaro.  Ms. Rina Jimenez David, popular newspaper columnist was also there  together with other media groups from Manila and Cebu to experience BMT  and interact with its people.</p>
<p style="text-align: justify;">A much  anticipated gathering of stakeholders, the BMT Stakeholders Consultation  and BMT &#8211; Business Sector Conference Workshop are two unforgettable  events of September 2008. Representatives from the national and local  government, private and civil society groups come together to understand  and appreciate BMT, recognize each one&#8217;s role and seal each commitment  to protect and conserve the BMT resources. A memorandum of agreement has  been signed to formalize and strengthen commitment of working together  for the conservation of BMT.</p>
<p style="text-align: justify;">PADAYON  BMT also hosted several learning visits from other groups wanting to  learn from our experience with regards to CRM. These groups are coming  from other NGOs, POs and government sectors. The most recent was the  League of Municipalities of the Philippines (LMP) learning tour which  brought together local chief executives from all over the Philippines to  PADAYON to learn on our experience on alliance building.</p>
<p style="text-align: justify;">PADAYON  has also responded to a lot of invitations from its partners. Our  Executive Director has attended the dive congress in Manila. We are also  given the opportunity by the Philippine Business for Social Progress  (PBSP) to participate on their exhibit in Cebu to showcase our  initiatives and just this February, we are able to attend the &#8220;Donors  Forum&#8221; in Manila hosted by the Foundation for Philippine Environment  (FPE) wherein we have met a lot of potential donors and funding  agencies.</p>
<p><strong><br />
2. Research and Development</strong></p>
<p style="text-align: justify;">Biodiversity  Monitoring and Evaluation (BIOME) is being done semi-annually (April  &amp; October) together with the trained local scientist to assess the  underwater status of the MPA. Data were being gathered and analyzed  after it will be given back to the community. Alongside with the BIOME  is the MPA Rating Survey wherein every MPA management team are also  graded for their performance in the management aspect of the MPA. With  this, they are able to determine future directions and enhance their  management capabilities.</p>
<p style="text-align: justify;">Two student interns from University of Utrecht. The Netherlands were here last year for a research on community based ecotourism</p>
<p><strong><br />
3. Institutionalization of the BMT Management Structure</strong></p>
<p style="text-align: justify;">During  the gathering of stakeholders in September, a new chairperson is being  installed. Hon. A. Alvin J. Uy, Mayor of Baclayon take his seat as head  of the organization, following Hon. Luciano A. Bongalos of Dauis.</p>
<p style="text-align: justify;">Regular  quarter meetings of the Board of Trustees are done to discuss and  update matters relating to the implementation of its programs and  project. Five committees has been formed. Planning and Knowledge Mgt.  IEC, Strategic Law Enforcement, Business and Resource Mobilization and  the Technical Legal Advisory Group.</p>
